These appear to be from the Netherlands.
Same company as below, but this is an actual Seniorita package, not a mock-up.
There is a "tax" stamp on the top of the package that says
"BNL 20 Cigarillos Cigarillos F 20.00"

"Design department" Mock-up of a Jules Verne Cigarillo package.

The Jules Verne brand appears to be from the Netherlands. This Mock-Up was purchased as is. It has 3 or 4 small holes, probably from being pinned to a board or to other documentation!

It is quite gorgeous, although a little rough in its detail. I do not know if it went into production!

The overall design is similar to the production package above, including the Jules Verne image.
